Take Two:

  • Number of Palestinian refugees: 6,000,000. Approximately four million are adults (18 and over).  

  • “Adult refugee” shall be defined as individuals age 18 and over by a specified date in the agreement.

  • All adult refugees will be invited to participate in a lottery. 

  • Lottery winners and their immediate family (spouse and minor children) would receive an offer to settle in other nations, mostly in Europe and the Americas, subject to country quotas.  Lottery winners will be limited to one adult per family unit, i.e., single adult, spouses, or nuclear family (minor children only). 

  • Unaccepted offers would be put back in the system until there are 250,000 lottery winners.  An estimated one million Palestinian refugees would move to their participating country of choice. These Palestinians would no longer be considered refugees after they have moved and received their agreed payments from Israel, or if their lottery status has been nullified for criminal activities, as specified in the agreement and confirmed upon appeal. 

  • The remaining adult Palestinian refugees would be invited to participate in a new lottery. Lottery winners would receive an offer to move to Israel. Lottery winners will be limited to one adult per family unit, i.e., single adult, spouses, or nuclear family. 

  • Unaccepted offers would be put back in the system until there are 150,000 lottery winners. An estimated 600,000 Palestinian refugees would settle in Israel over a period of 10 years. 

  • Lottery winners and their immediate family would move to Israel upon confirmation of stable housing, not to exceed 15,000 emigrant families per year. These Palestinians would no longer be considered refugees after they have moved and received their agreed payments from Israel, or if their lottery status has been nullified for criminal activities, as specified in the agreement and confirmed upon review. 

  • There is currently a housing shortage in Israel. Israel will build at least 15,000 dwelling units a year to house returning Palestinians. Palestinians would not be obligated to live in these units but must submit documentation of suitable housing elsewhere in Israel before being allowed to emigrate.  

  • Lottery winners who settle in countries other than Israel will receive $24,000 in monthly increments over a period of two years, paid by Israel. They will also receive benefits and services from receiving countries, comparable to what recent immigrants receive in these countries.  

  • Israel will provide lottery winners who settle in Israel $24,000, paid in monthly increments, over a period of two years. Israel will also provide them with benefits and services comparable to what recent immigrants receive in Israel. 

  • After accounting for the 1.6 million lottery winners and their families, an estimated 4.4 million refugees remain. Of these, around 3 million would be adults.  

  • Israel will provide these adult refugees $36,000, paid in monthly increments, over a period of three years, provided they formally forfeit any right to emigrate to Israel.

  • These Palestinians (non-lottery winners and their families) would either remain in a Palestinian state (e.g. a somewhat expanded West Bank and Gaza) or be allowed to emigrate to the Palestinian state. They would no longer be considered refugees after they have received their agreed payments from Israel, or if payments were cancelled due to criminal activities, as specified in the agreement and confirmed upon review. 

  • Israel will suspend payments to recipients if they engage in criminal activities, as defined in the agreement. If these individuals live in Israel, they may be expelled from the country if the payment suspension is confirmed upon review. There will be a process for appealing expulsion and/or suspension of payments.

  • Upon turning 18, children of adult refugees who were not lottery winners will receive a one-time payment of $5,000 from Israel. .

  • Palestinian refugees who decline to agree to the terms of this agreement will no longer be considered refugees, upon completion of an appeals process.
